i am going to sandblast the tub prior to painting. there is a tar sealer around all of the internal joints.

are there any recommendations on whether to remove or not remove prior to blasting, priming and painting?

I don't know if blasting takes the stuff off.  If it was me, I'd go ahead and take it off, by scraping, torching, etc., to make sure no rust migrated under it.  Then, maybe reseal before painting.
