Has anyone put a 13" steering wheel on their TR?
I have a 14" wheel on my TR6. It works great, but it would be more comfortable to have a smaller wheel if it makes sense and isn't too hard to steer with.
What do y'all think?

My friend had a 13" steering wheel on his TR6 when he bought it. The previous owner liked it and had driven with it for several years.  He found it uncomfortable to drive and changed over to a 14".  He would like to sell the 13" if you are interested.  He would likely make you a great deal as he does not use it.  It might be the cheaper way to try it for yourself.  I can put you in contact  with him if you are interested.

TR8s and some special edition TR7s had a 13" Moto Lita wheel from the factory. The TR8 had power steering, the TR7 did not. It would appear, however, that you're talking about a TR6, so that may not mean much.
