Second place right out of the gate!

Hello all,
I'm in the process of attaching the front fenders on my '67 4a, and am
having a difficult time with the baffles, specifically the sealing
rubber, between the inside of the fender and the inner wheel panel.
The problem is, there's a gap at either the top or the bottom of the
seal, like the seal is too short. But if I slide it up, there's not enough
room for the fender to fit. I'm sure there's some instruction that I'm
missing, but I can't figure it out. Any ideas on how these fit?
