I don't know exactly where they'd go on a TR4, but they're ground wires, and those eyelets usually are "captured" under the nut holding the gauge bracket down.

I  believe that I grounded each of them to a bolt under the dash and to the body.  The one you show in blue was on the drivers side of the dash cluster and the other one was on the right hand side.  It has only been a few months since I put in the new harness, but I didn't trust my memory so I used color coded tie straps to make sure I put them in the correct place again.  The ground wires to each of the gauges should be on a continuous black wire with terminals about every 4 to 5 inches.  So on these wires just make sure you have a good ground to the body. thanks Charley thats what I did, I have power to every thing but the starter I can cross it at the solenoid and it turns over but thats it.(not with key) Is the one cable from the solenoid to the starter the only wire to it because it has a clip for a wire on the stud where the cable bolts on. Thanks for all your HELP! Don. heres what she looks like so far

There is only the one heavy black wire that goes to the starter and it comes from the solenoid as you have it.  The white wire with the red stripe is the connection from the solenoid to the ingnition switch( yours looks older and it likely turned yellow  with a red stripe).  I have the earlier solenoid  so it looks a bit different from yours.
From the picture I can not tell if the white/red  wire is on a separate terminal of the solenoid, it should be.  If the solenoid is wired okay,  then the next place to look is on your ignition switch.  Each of those terminals on the back of the switch is numbered.  The white/red wire should be on terminal 3.  Brown/blue is to terminal 1, white is terminal 2, light green is terminal 4.  There are likely multiple wires of those colors on these terminals, they all go with like colors. Once you are sure of the wiring there is  the possability of a bad ingnition switch. This is least likely if it was working when you took it apart.  Hopefully you have a wiring diagram to help you follow the wires.  You didn't say you had the car running only that it had juice to the starter.  This would be another test to determine where your problem may be.
