My tachometer had recently stopped reading on my TR3B. I hoped that the cable was binding, but I found out when I removed the cable that it was broken inside near where it attaches to the engine. Should I reattach this part to the engine while awaiting a replacement, or is that not necessary?

I guess that I am reluctant to answer your question because I am not sure what your concern is.  If your concern is that by leaving the cable off of the distributor   moisture could get in, then do close it off with the cable end or a piece of tape. Other than moisture getting in, I can't imagine any problem not having the cable on.  But to be safe I would likely put the cable end back on just to keep the cable in place, unless you have removed the whole cable from the car.

If your car has the later Strombergs on it, does it have a replacement engine from a later TR4?  This can be discovered by looking at the engine number found on the drivers  side just back of the distributor.  A TCF plus the numbers  would be a original  engine and a later TR4 engine would be a CT plus the numbers.  Both series would end in E.

I also have a TR3B.

Yes, I was just concerned about dirt and moisture invading the engine. It is a replacement engine, not the TR3B one from a later 4. I have no idea why, but for the time I am keeping it in because it is running okay. I had lined up a TR3B block, but then needed to get new carbs, etc as the block was missing them. I decided to keep driving and save the money.
