My car didn't have a scuttle vent (just a screwed down plexiglass cover)when I got it. I think I have the parts figured out, but my thoughts on the spring are iffy. It seems that the bottom of the "U" gets clamped under the tangs of the front bracket and the offset in the legs point down. Can anyone confirm this? Any known diagrams on the internet?

Thanks for the pictures. I still don't know anything of the factory part that attaches the cable to the operating device pivot, but I found a cable stop whose outside diameter fits into the holes in the control lever and which clamps to the cable with a #10 screw.
