I'm starting a frame off restoration of my 1970 TR-6. I sent off for the British Motor Heritage certificate. It came back that the original tires were "Goodyear" redlines.

I always thought they were Michelin redlines, not Goodyear. (And they misspelled "Goodyear" as well).

Are there Goodyear redlines?

There certainly were at one time.  Coker even still sells some sizes, but unfortunately not the original TR6 size.
